Blizzard have now detailed all the steps required for getting your normal/traditional flying mounts to work in the Dragon Isles come patch 10.2! In short, you need to finish all the zone storylines and reach Renown 15 with the factions found there to get the 
Dragon Isles Pathfinder achievement. This includes the new 10.2 zone and reputations.

We’ve just updated our Guardians of the Dream update notes with an expanded explanation of the requirements for the forthcoming achievement Dragon Isles Pathfinder, which grants traditional flying in many Dragon Isles zones. It requires:
- Waking Hope – Complete the Waking Shores storyline.
- Ohn’a’roll – Complete the Ohn’ahran Plains storyline.
- Azure Spanner – Complete the Azure Span storyline.
